According to Zillow reports, 70% of homeowners are comfortable with moving now that the vaccine is being distributed. To put this in perspective, that 70% makes up 14 million homes. This is an 18% increase from the homeowners who reported they were already comfortable with moving without a vaccine available. Four out of five homeowners reported that the availability of the COVID-19 vaccine will make them more likely to move.
Due to the pandemic, a large portion of homeowners experienced anxiety about moving. Now that homeowners are comfortable enough to sell, the scarce inventory reported in last week's blog is now projected to be aided by a potential surge. Looking more closely at the demographics, specifically the generation differences: 26% of millennials and Generation Z homeowners (ages 24-40) reported that the vaccine rollout will have an impact on their buying/selling patterns, whereas only 15% of Generation X (ages 41-56) and 10% of baby boomers/Silent Generation (ages 57-80) said they would be affected the same. Even though the later generations were not as moved by the vaccine rollout, they did report their confidence in their ability to sell for maximized profits.
Overall, look out for an increase in inventory in early spring of this year. Buyers will have more leverage in the current competitive market soon, and sellers should have no problem getting properties out of their hands.

Home sales picked up drastically in the latter months of 2020, when they were expected to decline. During the cold weather months, the market is typically projected to slow as people usually take time off for vacation. In late 2020-2021, however, the opposite happened and sales picked up over 20% more than normal, according to Zillow Reports. To provide contrast: in 2019, 60% of the homes that were listed in the first week of November were still on the market at the end of that month. In November of 2020, less than 40% of the units listed were available. This unexpected surge in home sales was not met with an equal production of new units.
Overall, this trend may possibly become the “new normal,” as pending home sales continue to outnumber available listings. Luckily, there is a floor for how low inventory can get, which prevents the inventory from ever reaching zero. This trend will not negatively affect the housing market, but it does change how home buyers interact with it.

It is 2021, mortgage rates are down, savings accounts are up and young people are ready to move closer to acquiring their dream homes. To put it in perspective, this year the age range of Millennials will be 25-40 years old, while the oldest of Generation Z will be turning 24. These are typical age ranges for first time and long term homeowners.
For Millennials, the trend will be trade-up buying. Older millennials have now owned their first properties long enough to see a considerable equity gain. With low mortgage rates available, their home shopping criteria is making room for bigger and better. According to a survey conducted by realtor.com, three quarters of respondents stated that they will be looking for bigger homes in nicer neighborhoods. Only one quarter of the respondents said that they will be lowering their mortgage budget.
On the opposite end of Millenials, Gen Z homebuyers will continue to dip their toes into the housing market before they are ready to really jump in. Although most Gen Z’s are first time homebuyers, bigger homes in nicer neighborhoods are still a must have for the majority of them. Overall, despite wage cuts and stay at home orders due to the pandemic, homesales are still likely to progress.

Sacramento, California has recently been named “next year’s hottest market,” according to Realtor.com.
Sacramento has attracted an influx of homebuyers this year, especially from the Bay Area as people continue to work from home. Situated about 90 minutes away from San Francisco by car, Sacramento makes for an ideal location for Bay Area workers who are looking to stay relatively close to the office without the hefty price tag of Bay Area rent. For reference, homes in Sacramento average around $284 per square foot, while a unit in San Francisco averages at about $679.
The median home price in Sacramento currently sits at $554,000, according to Realtor.com, although the website anticipates this to increase by 7.4% in the upcoming year. Besides the surge in home buyers in the region, Sacramento’s housing market is likely to see a rise in prices from the continued low interest rates and an insufficient supply of houses to meet the growing demand.
Even with the higher prices, the number of home sales in California’s capital is expected to increase by 17.2% next year. Sacramento homes will still be remarkably cheaper than rental units in the Bay Area, as well as more spacious. Sacramento also boasts an up-and-coming food and entertainment scene, increasingly attracting more homebuyers to the region.

Analyzing the effect of California’s wildfires on homebuilding has historically been difficult, as wildfires typically do not enclose themselves to one municipality alone. The 2018 Camp Fire, however, is a unique exception in that it mainly affected the town of Paradise. Because of this, CIRB’s residential permit data of Paradise from the years before and after the fire allows for an exclusive analysis of the relationship between wildfires and homebuilding.
The total numbers of residential building permits issued in Paradise has seen staggering increases following the devastating 2018 Camp Fire.
The Camp Fire destroyed around 11,000 homes in Paradise, displacing tens of thousands of people. In the wake of the aftermath, the town saw exponential growth in the number of residential building permits approved as homebuilders rushed to rebuild. CIRB’s data reports that the issued number of permits skyrocketed from 2018 to 2019 by 306%, and from there another surge of about 80% as of July of this year.
The surge in approved building permits caused Paradise’s permit valuations to jump by tens of millions of dollars as well. Before the 2018 fire, permit valuations consistently stayed in the $6.5-9.5 million range annually. In 2019, however, total permit valuations reached nearly $78 million, and in the first seven months of 2020 alone it has greatly surpassed that with over $177 million.
The analysis of this data shows that despite Paradise remaining at risk for fires, building efforts in the town continue to progress. CIRB will continue to track this all important data relating wildfires to their impact on homebuilding, with new permit data to come in the future to further evaluate this relationship in other California cities in the wake of 2020’s historically ruinous wildfires.

Both 15 and 30-year mortgage rates rose slightly last week following Pfizer’s announcement of their successful COVID-19 vaccine.
On November 9, news broke that the pharmaceutical company had developed a vaccine that is allegedly 95% effective and potentially ready for public distribution within just a few months. Three days later (on the week ending November 12), 15-year, 30-year and 5-year hybrid ARM mortgage rates rose, breaking the streak of progressively falling interest rates.
The 15-year mortgage increased by 0.6 points, while the 30-year rose by 0.7 points. Even with this rise, however, mortgage rates remain lower year-over-year, as the rate now sits at 2.84% compared to last year’s 3.75%, according to the Freddie Mac Mortgage Loan Company.
Before Pfizer’s announcement, mortgage rates were steadily lowering as the year progressed.
The news of Pfizer’s successful vaccine indicates that the economy is soon likely to improve, in which case such low mortgage rates will no longer be necessary. As for now, home buying trends are not likely to be affected by this rise in mortgage rates. Rates still remain close to record-low levels, and experts expect these rates to stay low in the near-term.

California home builders take advantage of 45L tax credit as 2020 comes to a close
Only projects three stories or less are eligible. This federal tax credit is available for projects (homes or apartments) sold or leased in 2016-2020. Home builders can claim the tax credit retroactively up to three years and carry it forward for twenty years. Most California new construction projects qualify for the 45L tax credit.
Using Department of Energy approved software is a requirement of the federal 45L credit. Using unapproved software lends to IRS audit risk, as outlined in RESNET’s November 2020 letter. Micropas v7.6 is the only 45L California software to be approved by the DOE and listed on the IRS approved 45L software website.
As IRS defined Eligible Certifiers, HERS raters use approved software to generate 45L certificates for their builders. To qualify your projects for the 45L credit, contact your HERS rating company or Bob Johnson at rjohnson@cheers.org.
Mortgage rates are still on the decline as of the first week in November, falling not only from the same time last month but year-over-year as well.
The average interest rate on 30-year fixed mortgages was reported at 2.78% nation-wide last weekend; a 2.81% drop from the week just prior and 3.69% down from the same time last year. 15-year fixed mortgages also fell, setting new records for all-time lows, according to the Mortgage Bankers Association.
With mortgage rates hitting these unprecedented lows, the home selling process is moving faster than ever. 2020 marked the first time in nine years that houses sold faster in October than September, at least at a national level. Additionally, applications to refinance mortgages are 80% higher than they were a year ago. Even homeowners who have refinanced within the past year are applying to refinance again, looking to get in on the extraordinary low rates that are currently available.
This seemingly perpetual trend of falling mortgage rates in 2020 has correlated with a strong and sustained demand for housing as well. The prospect of a long, harsh winter in relation to the coronavirus is also pushing demand, as people look for more room in suburbia to brace themselves for a continued quarantine.
One downside of the low interest rates for homebuyers has been the aggressively competitive housing market. Although mortgage rates are nationally at an all-time low, home prices in many regions are at an all-time high because of the spike in demand. This has not seemed to drive away prospective buyers, however, as homes are still being snatched off the market almost as soon as they appear.

“The Effect of Rent Control on New Housing Supply: A Bay Area Case Study” was published just last month, showing clear and conclusive results of rent control’s repercussions on housing growth in California. The study was conducted by the Rosen Consulting Group and headed by Ken Rosen, chairman of UC Berkeley’s Fisher Center for Real Estate and Urban Economics. The consulting group compared housing supply growth within six Bay Area municipalities before and after the Costa-Hawkins Rental Housing Act of 1995. This act limited the extent to which Californian cities could enforce rent control.
Prior to Costa-Hawkins, each of these jurisdictions had enforced some sort of rent control in the 80s. Looking at the residential building permits before and after Costa-Hawkins, the study finds that the supply of housing grew significantly in nearly all six cities after rent control was loosened. Limiting rent control accounted for 19.6% of housing growth in San Francisco, 19.1% in San Jose and 13.4% in Berkeley. Hayward and Los Gatos, the two cities in which the study finds that the Costa-Hawkins Act had little effect on housing growth, had very limited rent control to begin with.
The findings of this study suggest that rent control ultimately hurts housing availability. In many cases, rent control hinders the development of new housing and incentivizes landlords to convert their units into other types of property. Builders may avoid constructing in rent-controlled cities, lessening the amount of available housing in those areas. Additionally, many rent control laws allow condominiums to be exempt from rent caps, causing some landlords to convert their previously more affordable units into expensive condos. Rather than rent control, the NAHB suggests combating California’s housing crisis by allowing more high-density housing to be built and offering direct public subsidies to those who need it.

San Francisco saw the greatest drop in rent in the nation last month, with September’s median down 20% year-over-year. The median for an average one-bedroom apartment was listed at $2,830, marking the first time the city’s median was priced under $3,000. This price was additionally down 7% from August. Other Californian cities making Zumper’s national list of decreasing rents were San Jose, Oakland, Los Angeles and San Diego, respectively.
The trend of declining rent in California is credited to an influx of supply in the rental housing market. Many renters are fleeing their small apartments in metropolis cities for larger homes in the suburbs; more still are moving back to their hometowns or a city they have always wanted to live in due to sustained work from home productivity.
As the pandemic continues through the rest of 2020, it appears as though these lifestyle trends are here to stay. Subsequently, we are likely to see the trends in housing continue to be affected as well.

In the aftermath of this year’s historically catastrophic wildfires, California insurance commissioner, Ricardo Lara, is searching for ways to bring insurance companies back to the areas hardest hit. In order to do this, Lara looks to start a discussion with California’s insurance industry to develop standards for hardening homes and communities against fire risk.
Insurance companies have regularly dropped customers in California’s high-risk areas, leaving many homeowners with no option but to pay staggering prices for the California FAIR Plan coverage. In response, insurance commissioner Lara has continuously pushed to bring insurers back into fire-prone area through an assortment of avenues, now relying on a voluntary, collaborative approach to do the job.
Despite evidence supporting home-hardening, commissioner Lara acknowledges that the presented initiatives do not guarantee coverage for anyone, but simply improves conditions so insurers would return to risky, fire-prone areas.

In an effort to ensure the availability of charging stations throughout the state, the Air Resources Board (ARB) is asking HCD and the Building Standards Commission to update their EV-Ready requirements for new non-residential and multi-family buildings to increase the percentage of EV-Ready parking spots to 15% of all available spots. Current standards in Cal Green require 10% of the parking spots have an empty conduit (plastic or metal pipe) connecting the parking lot with the electrical panel. Also, the electrical panel must have enough unused capacity (plug slots) to allow for the later installation of EV-charging stations (e.g.: “EV-Ready”).
And, for the first time, the ARB will be asking these agencies to mandate the installation of at least one fully-functioning, Level 2 EV-charging station in new multifamily and commercial buildings. This marks a significant departure from the EV-Ready policy for the past six years and raises the question: Who will pay for this? After all, the state would be mandating the installation of something that (1) may not see significant use for years and, more importantly, (2) provides a revenue stream for the local utility (not the building owner).
As of press time, ARB is not seeking any changes to the EV-ready requirements for single-family homes, as all new homes (100%) have been required to be EV-Ready since July of 2015.
The median price for a home in California currently sits $187,000 above the average from the beginning of the year, equating to a 34% asking price increase. This number comes from a recent Zillow report which lists California’s statewide median at $735,000 as of September 5.

Inspected was launched in March 2020, during the COVID-19 pandemic, to protect public and private employees conducting in-person inspections on job sites, as well as residential and commercial properties. The Inspected app allows building officials and inspectors to conduct virtual inspections while practicing social distancing, saving time and fuel costs.
ICC members and stakeholders will have unlimited free access to Inspected’s webinars and online demonstrations, as well as one-on-one sessions to discuss how Inspected’s virtual and video capabilities can be applied in specific situations.

The Fannie Mae Mortgage loan company conducted a national survey through their Home Purchase Sentiment Index (HPSI) last month to see where consumers’ opinions on the housing market currently lie. The report reveals that after a small slip in sentiment towards the housing market in July, both homebuyers and home sellers feel more optimistic in August, continuing a positive trend that began in May of this year.

As people across the nation adjust to spending more time than ever before at home, urbanization is losing the traction it once had as the most sought-after trend in housing.
Metro-core areas saw the greatest decline in single-family home construction over the past couple of months, falling about 18% nationally in comparison to its numbers from the same time last year. Instead, it has been small metro areas seeing the greatest growth in housing production, as suburbs are now the fastest growing geographic area for single-family construction. The construction industry has been weathering the pandemic fairly well on a national scale. This could be due to the designation of construction as an essential business in many regions of the U.S., or that much of construction work naturally lends itself to pandemic safety protocols.

According to U.S. Census Bureau, the national average of business hurt by COVID-19 is around thirty three percent. Other industries besides construction that are doing relatively well during this time are utilities and finance; while educational services, food services and the arts are being hit the hardest. According to the US Census Bureau, privately-owned housing units authorized by building permits in July rose by nearly 19 percent from the number issued last month, continuing June’s positive trend. July building permits also surpassed July 2019 numbers by an impressive 9.4 percent.

Single-family authorizations in July also saw a sizable growth, providing further evidence for an increased interest across the nation in single-family homes.

In a recent Gimme Shelter podcast regarding the current state of California’s housing market, podcast hosts Matt Levin of CalMatters and Liam Dillon of the Los Angeles Times discussed the effects of COVID-19 on California’s construction industry production.
The podcast noted that California’s construction efforts to build new housing units has significantly slowed due to Coronavirus constrictions, leaving many concerned for the impacts a housing-unit shortage can create further down the road. This shortage creates understandable concern in many Californians looking to rent/buy in the future.

CIRB’s annual report on building permits issued in 2019 revealed that permits for both single and multi-family units were down compared to the amount issued in 2018. The report shows that multi-family units took the hardest hit in 2019, a -10% from 2018 compared to the -2% decrease in single-family units.

California’s 2020 solar mandate requires all new homes built after Jan 1, 2020 must be equipped with a solar electric system. Incorporating solar into the BITA curriculum is no longer valuable training for students learning to build homes, it is essential.

“I had a student living in the front seat of his truck and couldn’t afford an apartment,” says Collin MacDonald, BITA Instructor from San Juan Hills High School.
“He learned how to frame out a camper shell for the bed of his truck,” MacDonald continues. “His self-confidence grew, and he knew that he could take care of himself by simply learning how to use a few power tools. The Construction Industry Research Board (CIRB Report) released the 2019 Annual Building Permit Summary Report in May of 2020, revealing a 5.6% single and multifamily housing unit decrease compared to the prior year.
Preliminary 2019 statistics initially produced a 7% total unit decrease from 2018, but final permit numbers, acquired from gathering monthly construction data directly from California building departments, adjusted the percentage to -5.6%.
The CIRB Report’s 2019 Annual Summary includes a variety of economic information for a comprehensive analysis of factors affecting construction activity in California, such as:
- California and US employment statistics for the construction sector
- The largest (dollar volume) permitted project in California in 2019
- 2020 housing unit forecasts* from CIRB, Chapman University, the California Economic Forecast, and others
- MetroStudy ranking of the top homebuilders in California in 2019

CHF administered the 2019 Scholarship Survey & Impact Report in March 2020 to provide industry donors and stakeholders key insight into the overall career goals and expectations of students entering California’s homebuilding and construction industries.

The California Homebuilding Foundation (CHF) will be participating in the annual Big Day of Giving, a 24-hour, virtual fundraising event for regional nonprofits, to raise funds for students enrolled in the Building Industry Technology Academy (BITA) program.

Energy Statistics:
- In March 2020, 3,002 statewide residential and commercial HVAC changeout units were issued, producing a 50% month-to-month decrease in activity.
- Monthly residential and commercial solar permit activity in March 2020 indicated a 25% decrease from installations permitted in March 2019.
- Residential and commercial electric vehicle (EV) charger permits for the month of March 2020 cumulated 114 statewide.

The 2020 Design Build Competition, presented by the Construction Industry Education Foundation (CIEF), is now online. Registration is open to all high school students to virtually to design and build tiny homes, sheds and storage buildings. Scholarships will be awarded to the winning students on May 7th on GoToWebinar.
COVID-19 emergency donations supporting the BITA program are helping to alleviate the financial burden on students to pay for OSHA 10 training and certification, which is a requirement of entering the Design Build competition. You can help certify students, too!
Students will be judged on their ability to complete a finished structure online, from creating cost estimates on building plans to building a physical model of the structure from materials they can find in their home and submitting a video of their finished product.
OSHA 10 certification is a requirement of entry in the online Design Build competition and costs $25 per student. CHF needs donor support to fund this essential training to all BITA students. You can provide OSHA 10 to four (4) students for only $100. For $750, you can train an entire class of thirty (30) BITA students.

The CIRB (Construction Industry Research Board) Report‘s February 2020 California Construction Review (CCR) shows positive growth in single-family permit categories both monthly and year-to-date, but these statistical changes are anticipated to be short-lived.
COVID-19 started making an economic impact mid-March 2020, so we will likely see that reflected in building permit issued in CIRB’s next data report.
According to national statistics from NAHB’s Eye on Housing blog, “Single-family starts increased 6.7% to a 1,072,000 seasonally adjusted annual pace in February. Multifamily starts for units in 5+ unit properties declined 17% to a 508,000 annualized rate…”
California followed national trends in February 2020 with a 7% single-family unit increase from January 2020 and a massive 45% increase compared to February 2019. Multifamily permits declined by 25% compared to January but increased by 38% from February 2019.

The CIRB (Construction Industry Research Board) Report released California building permit statistics for January 2020, revealing month-to-month decreases across all categories for new housing units issued compared to December 2019.
Year-to-date total and multifamily units issued also trended down in January, while single-family homes increased by 26% from January 2019. Residential building activity in California has been declining for the past few months; however, what puts January 2020 activity in perspective is how California compares to housing starts reported for the entire nation.
In a blog post recently published by NAHB (National Association of Home Builders), citing housing starts from the US Census Bureau and HUD, January 2020 “total starts are 21.4 percent above the annual pace of 1.29 million units” compared to January 2019. Meanwhile in California, total housing units are down 11% in January 2020 from 2019.
The most striking is the multifamily category, where in the US, “On a year-over-year basis, multifamily unit production is up 71.4 percent,” but in California, multifamily activity in January decreased by 34%.
The question remains: Why is our state, the fifth largest economy in the world (source: Forbes), lacking in new housing permits, while the US as a whole is showing improvement?

Despite a monthly increase in new single-family and multifamily dwelling units reported in December 2019, January 2020 numbers show substantial decreases compared to December and January 2019.
Here’s the downside from the statistics in the CIRB (Construction Industry Research Board) Report January 2020 California Construction Review: New housing units in building permits issued for the month of January 2020 totaled 9,197, down 21% from 11,612 units in December of 2019 and down 11% from 10,361 units in January of 2019.
Even California's energy permits are down across all categories (HVAC, solar, EV chargers) in January 2020 compared to 2019; however, building permits submitted prior to the January 1, 2020 effective date of the solar mandate and still awaiting issuance from jurisdiction building departments could account for this lack of energy permit activity.
The upside for the first month of 2020 is that single-family dwelling units increased by 26% compared to January 2019. Statewide retail, hotels/motels, and amusement/recreation commercial construction values are also up compared to 2019.

The CIRB (Construction Industry Research Board) Report preliminary 2019 annual building permit totals are in, which appear to be confirming the trend we have feared: a California housing shortage.
December 2019 total single and multifamily housing units in California increased by 35% from November 2019 and 14% from December 2019, but this influx of monthly permit activity was still not enough to dig 2019 out of an annual decrease.
CIRB’s preliminary 2019 totals show 110,218 housing units issued this past year, indicating a 7% annual decrease from the 117,892 units accumulated in 2018. This decrease marks the first statistical drop in permit activity for new residential construction in California in 10 years.
The last peak in California permits issued was 212,960 combined single and multifamily housing units back in 2004, which is still a 34% decrease from the highest volume of housing units issued in a single year, which was 322,018 back in 1963. Continue reading the CIRB blog post.

The CIRB (Construction Industry Research Board) Report December 2019 California Construction Review statistics are here along with preliminary annual building permit numbers for 2019.
The Upside: New housing units in building permits issued for the month of December 2019 totaled 11,497, up 35% from 8,534 units in November of 2019 and up 14% from 10,081 units in December of 2018.
The Downside: Multifamily units in December 2019 decreased by 9% from December 2018. Total annual housing units in 2019 decreased by 7% compared to 2018 totals.
2019 Preliminary California housing statistics (compared to 2018):

- Single-Family Units: DOWN 2%
- Multi-Family Units: DOWN 11%

The SoCal Gas Company, a Sempra Energy Utility, awarded a grant of $2,500 to be shared between the California Homebuilding Foundation (CHF) and the San Juan Hills High School Building Industry Technology Academy (BITA) program for $1,250 each.
“I am happy to know that the students will be able to have a better learning experience because of [the grant],” said Collin Macdonald, San Juan Hills BITA instructor. His class will use the funds to purchase a flatbed trailer to mobilize their worksite for community service projects and maintain a convenient storage space for building materials.
“This class gets a very diverse group of students,” said Macdonald. “From AP students that are planning on attending renowned universities to students that are living out of their cars and are just trying to make ends meet, it’s great to see how working with one’s hands benefits all students.”
Macdonald hopes to construct a tiny home as a future BITA class project. He intends to use some of the SoCal Gas grant funding to purchase the smaller, non-lumber items required for this project, such as windows and lights.

The CIRB (Construction Industry Research Board) Report November 2019 California Construction Review building permit statistics are here, and the outlook for December and annual 2019 totals isn’t positive.
November 2019 monthly activity has outshined November 2018 in new single-family and multifamily dwelling units issued, but cumulative year-to-date numbers are still down.
The last California Energy Code cycle, beginning January 1, 2017, generated a 33% increase in monthly permits issued in December 2016 compared to the month prior.
Even with some positive monthly trends in new residential dwelling units emerging, California would still need to issue over 19,000 total statewide units in the month of December 2019 (a 55% increase!) just to meet the 117,892 total units issued in 2018.

When Cordova High School in Northern California wanted to transform their “Geometry in Construction” class into a comprehensive, four-year curriculum articulated with local community colleges, they called the California Homebuilding Foundation (CHF) for support.
CHF awarded Cordova High a $5,000 grant to implement the BITA (Building Industry Technology Academy) workforce training program from funds generously contributed by donors and supporters.
BITA program grant funding supplies the tools, equipment, and other program start-up costs to relieve the burden from schools and instructors.
Cordova High has put their BITA grant to good use, establishing a multi-year curriculum, an award-winning Design Build team, and making the connection between students and local industry.
Precision Marine purchased sheds constructed by BITA students at the annual Design Build competition, Lennar offered internships to two 3rd year BITA students, and the North State BIA (Building Industry Association) Foundation has been instrumental in providing career connections and mentorship opportunities for Cordova students.

BITA (Building Industry Technology Academy) is a four-year construction training program promoted and supported by the California Homebuilding Foundation (CHF). BITA offers a comprehensive curriculum aimed at producing skilled professionals who will be qualified and confident to enter the homebuilding workforce.
BITA is currently operating in 33 high schools statewide, including Antioch High School in Northern California. Donors and benefactors provide the funds for schools like Antioch to grow their program and foster a bright future for BITA students.
In 2016, Antioch High School applied for a grant through CHF to purchase the materials and consumable supplies needed to complete the construction of two "tear-drop" trailers.
Materials in the request included trailer frames, framing lumber, panel or sheet goods suitable for cabinetry, door and window hardware, waterproofing, insulation, light electrical and plumbing equipment, etc.
The funds were also intended to support the logistics of showcasing the students' work, as well as marketing the trailers to potential clients for a variety of audiences in the community.
In 2017, Antioch was awarded a grant of $5,000, and BITA students gained valuable hands-on experience in constructing a small living space as a simulation of homebuilding.
When asked why BITA is an essential program for California schools, Antioch High’s BITA instructor, Dylan Howell said, “We all know that not every student can (or even wants) to go to college. That does not release us from the mandate to prepare them. BITA opens one more pathway to success.”

CHF has elected two new trustees to the 2020 board: Kevin Carson, Northern California President of The New Homes Company, and Thomas G. Grable, Division President if TRI Pointe Homes, Southern California.
Tom Grable has been the Division President for TRI Pointe Homes – Southern California since 2014. Prior to joining the TRI Pointe Homes team, Mr. Grable served as an Appointed Receiver’s Agent with California Real Estate Receiverships from 2009-2010. Mr. Grable was with William Lyon Homes, Inc. from September 1998 to April 2009 and served a combined 10 years at Watt Homes, Inc. Mr. Grable is currently a member of the California Building Industry Association (CBIA)’s Board of Directors and has served in leadership positions with the Building Industry Association of Southern California (BIASC) since 2006. He currently leads the BIASC as its 2019-2020 President and served as Chairman of its Political Action Committee Board of Trustees from 2014 through 2018.
Kevin S. Carson is the Northern California President of The New Home Company. With 30 years of homebuilding experience, Carson served as President of Ryland Homes’ Sacramento division from 1994 to 1998, later becoming President of John Laing Homes, leading the division to building over 5,000 homes throughout Northern California. In 2014, under Carson’s leadership, The New Home Company began development of The Cannery, a sustainable, farm-to-table community located in Davis, CA. In addition to his role as company President, Carson also currently serves on the Executive Board of HomeAid. Mr. Carson was inducted into the 2016 CHF Hall of Fame. CHF inducted four new industry icons into the 2019 homebuilder Hall of Fame: James Boyd (Toll Brothers), Thomas Mitchell (TRI Pointe Group), Shery Palmer (Taylor Morrison), and Joan Webb (The New Home Company) on May 29, 2019 at the Westin St. Francis in San Francisco.
Don Neff of LJP Construction Services donated $10,000 to CHF’s BITA (Building Industry Technology Academy) program at the 2019 Little Black Dress and Tie Social in La Quinta, CA.
The second annual Giving Golf Tournament was held at the Greg Norman PGA West Course in La Quinta, CA on October 15th. Tournament proceeds benefited CHF’s BITA program.
The SoCal Wine Event, hosted by the BIA Orange County, raised $ 19,0000 for the BITA program. The event promoted the “perfect pairing” of industry partnering with education. Thank you to the BIA Orange County Members who value the future of the industry and participated in supported of the BITA program.
Michael and Julia Cortney gifted $75,000 in 2019 launching CHF’s new legacy giving program– the DreamBuilders Society. Discussion for internship development is underway with several industry associates and supporters of the BITA program. Our first Southern California Summer Internship with the SoCal BITA Alliance will launch in the Summer of 2020.

The California Homebuilding Foundation (CHF) has expanded the Building Industry Technology Academy (BITA) program to Citrus High School, an alternative public school in Fontana, CA. The Foundation would like to thank the BIA Baldy View chapter and Derek Barbour with Qtative.com for the introduction.
Citrus High School is the 33rd school in California to adopt CHF’s BITA construction training program! There are 15 additional schools slated to implement the program in 2020, and they need your help to establish and grow their BITA classes.
There is a fundamental need in California for more trained professionals in the construction workforce. We have students who are learning the skills through the Building Industry Technology Academy (BITA) program.
BITA is a four-year construction training curriculum provided by CHF at no cost to California high schools. Students need safety gear, materials, and tools to engage in the curriculum’s hands-on projects.
Your gift will provide construction education to more schools and more students in California.
Can California pick up the pace in permit issuance with only two months left in the year to exceed 2018 annual totals? It’s a possibility.
According to Mike Hodgson with ConSol, “Fourth quarter 2019 building permits will be significantly affected due to the January 1, 2020 implementation date of the 2019 Title 24 CA Energy Code.”
Hodgson also states, “Most production builders (equating to over 80% of California’s new residential dwelling permits) are applying for their building permits prior to January 1, 2020, so they fall under the 2016 T-24 CA Energy Code.”
Hodgson warns that the anticipated permit increase is solely a response to the upcoming codes in California, not to be confused with an increase in homebuilding activity.
This happened before in the last California code cycle in December 2016, where total housing units jumped by 33% from November to December and put 2016 ahead of 2015 by 2%, according to CIRB permit statistics.

The CIRB (Construction Industry Research Board) Report released the October 2019 California Construction Review publication on December 6, 2019 with some interesting findings on monthly and year-to-date building permits issued.
October 2019 total year-to-date dwelling units are still down 10% from 2018, which is an improvement from the 20% decrease reported in the first half of the year. (Subscribe to our blog for more insights). But can California close the gap and exceed the 117,892 total units issued in 2018 with only two months left in the year?
The Upside: New housing units in building permits issued for the month of October 2019 are up 17% compared to October of 2018. Single-family dwelling units are up 19% from September 2019 and up 10% year-over-year.
The Downside: Total cumulative new residential units for 2019 are down 10% compared to 2018 and down 4% in October 2019 compared to September 2019. Multi-family units in October 2019 are also down by 21% compared to September 2019.

The Annual Design Build Competition brings tomorrow's builders and today's professionals together in a fast-paced, two-day build project that mimics the pressures of a "real-world" job site.
The California Homebuilding Foundation and BIA Southern California will host the 2020 Design Build Competition at Reliable Wholesale Lumber in Huntington Beach the weekend of April 18-19, 2020. Want to join our Design Build advisory committee to make this event a success?
The Design Build competition involves teams from local high schools and community colleges, competing to build their own structure. Student teams will be awarded for projects exhibiting the best craftsmanship, safety, and other skills.
Recent years have also brought a focus to Green designs, framing, and construction techniques. Each school is allowed to sell their final product and retain the revenue to support their program.
Industry volunteers are encouraged to participate as advisory members on CHF and BIASC’s Design Build Committee.
Our kick-off meeting will take place on Thursday, December 19, 2019 from 1:00 – 2:30pm at Reliable Wholesale Lumber. Volunteers from Design, Construction, Marketing and Safety Professions are needed. Additional volunteers are needed to visit schools and provide safety presentations.

NEW BLOG POST from the CIRB Report! California building permits issued have consistently declined each month in 2019 compared to the prior year – until now.
Both August and September 2019 showed increases in total new residential units month-to-month and year-over-year, which marked the first months since January 2019 that housing activity produced positive trends.
September 2019, in particular, revealed 10,586 total single- and multifamily units in California, which is the highest volume of residential units issued in a single month this year.
Total statewide units in September are also up 13% from August of 2019 and up 40% from September of 2018.
But this is where the good news ends. Two consecutive months of increased permit issuance cannot make up for six months of “slowing down.”
September is showing a little over 81,000 total cumulative housing units issued over the past nine months, but in September of 2018, over 92,000 dwelling units as been issued, which indicates an 11% decrease year-to-date.

The CIRB (Construction Industry Research Board) Report released the September 2019 California Construction Review publication on November 1, 2019 with some interesting analyses on trends for building permits issued.
It appears stats are catching up in the 3rd quarter of 2019, but the question remains if CA can exceed 36,685 more units issued by the close of the year to increase from 2018 totals (Subscribe to our blog for more insights). Will the code changes make an impact? Or are we headed for the first slow-down in a decade?
Even with the positive permit trends on multifamily emerging, California would still need to issue an average of 12,228 total statewide units per month for the next 3 months to avoid decreasing in housing unit output from the prior year.
The Upside: New housing units in building permits issued for the month of September 2019 are up 13% from August of 2019 and up 40% from September of 2018. Multi-family is also up by 44% from last month.
The Downside: September single-family units decreased by 13% from August and 4% from September 2018. Total non-residential construction value (new and existing) decreased by 26% from August 2019 and by 42% from last year.

Lennar’s Meadows community hosted 45 Building Industry Technology Academy (BITA) students from Antioch and Pittsburg high Schools for the first-annual Manufacturing Day on October 4, 2019 (view photos on Instagram).
Local and statewide Professional Women in Building (PWB) Councils joined the California Homebuilding Foundation (CHF) for an informative and interactive day with presentations from Villara, William Hezmalhalch Architects, Harris and Sloan, Black Diamond Electric and Simpson Strong Tie.
BITA workforce training students received a diverse and well-rounded education of the homebuilding process, from bending HVAC sheet metal and configuring electrical wiring to learning the principles of architectural design and structural engineering.

On September 27, at the Business Education Alliance Breakfast Symposium at Stockton’s Golf and Country Club, BITA (Building Industry Technology Academy) students from four different pathways in the Stockton Unified School District spoke about construction projects and classroom experiences. Liley Rodriguez, a BITA student from Edison High School, discussed maintaining perseverance when building projects went awry. BITA not only taught her the skills to correct her mistakes, but the determination to see her projects through to completion—no matter how big or small.
On October 3rd, the California Homebuilding Foundation (CHF) participated in the Sacramento Regional Builders Exchange (SRBX) Trades Day at CalExpo to raise awareness of the BITA program and provide information, connections, and support for workforce students in the Sacramento Area.

Monthly total California dwelling units are up by 8% from July 2019 and 4% from August 2018, according to the CIRB Report. Multi-family dwelling units are up by 19% both monthly and year-to-date.
However, year-to-date California total housing units continue to trend down by 16% as reported in CIRB's August 2019 California Construction Review. Monthly single-family dwelling units are down 7% from August 2018.

Does your organization build homes and shelters for the community? BITA (Building Industry technology Academy) high school students are trained, experienced, and ready to volunteer to get the job done!
BITA is a four year-construction training curriculum offered to California public high schools at no cost by the California homebuilding foundation. BITA students are eager for hands-on project opportunities!
Help BITA students make connection between their course work and community by providing projects that can be constructed in the classroom and transported to outside locations or constructed offsite by individual students.
Projects can range from dog houses for shelters, little libraries for neighborhoods, sheds, gazebos, etc.

Shane Isander, University of San Diego Real Estate student, received a scholarship from the California Homebuilding Foundation (CHF) the 2019 homebuilder Hall of Fame gala.
Shane reached out to the Foundation to thank Michael Cortney and Harry Summers, CHF Board Trustees, for their generous financial contribution that allowed him to pursue his industry profession without “constant worry.” With his scholarship, Shane is determined to “honor those who made investments in [him].”
Shane wrote a letter to the California Homebuilding Foundation (CHF) with the following update on his educational journey:
“At the time I decided to transition to USD and real estate, I thought it would be hard to simultaneously start over from square one at work while also taking on tens of thousands of dollars of debt to cover school expenses… It seemed like a daunting undertaking.
“But between the two CHF scholarships, the financial stresses associated with my school loans were greatly reduced, and it allowed me to enjoy and learn without constant worry. It truly enriched my experience, especially after my initial hesitance to make the leap.
“I wanted to make sure you knew how much impact the scholarship money had for me and how, through hard work, I hope to honor those who made investments in me.”
Shane is one for four students who were awarded a scholarship at the CHF Hall of Fame gala.

Preliminary numbers for the Sacramento Area, including El Dorado, Yolo, Sacramento and Placer counties show positive trends compared to 2018.
The four-county area produced a collective 3% year-to-date increase in single-family dwelling units issued from January through August 2019 from 2018 and a whopping 34% increase in multi-family dwelling units permitted.
The Sacramento region has been one of the few areas in California to produce any statistical increases in permits issued in 2019 compared to the year prior.
In fact, the CIRB Report data shows 2019 started off with a 10% statewide decrease in new housing units in Quarter 1 (January-March) and continued with a 20% decrease by Q-2. Read the full blog post here.

The conversation about housing in California continues with CIRB as the most cited source of accurate building permit activity.
In a recent article, published by the OC Register, Jeff Collins writes that housing officials are “calling for the construction of 200,000 units a year — a target reached just 24 times in the past 65 years, figures from the Construction Industry Research Board show.”

SACRAMENTO, CA—The California Homebuilding Foundation (CHF) is the industry’s resource for scholarships, research and educational programs. Our mission is to improve and advance California’s homebuilding industry by educating the next generation of workforce professionals.
The Foundation will host its 2nd Annual “Giving” Golf Tournament at the Greg Norman Course at the La Quinta Resort & PGA West on Tuesday, October 15, 2019.
Registration, warm-up and lunch begin at 12pm with a shotgun start at 1pm. The format of play is scramble, and contests include Closest to the Pin, Longest Drive and Best Team.
Play spots are $450 each or $1,600 per foursome and include golf, lunch, a cart, hosted beverages and appetizers at the 19th Hole Event and Awards Ceremony, sponsored by Boudreau Pipeline Corporation.
The tournament is presented by Eldorado Stone and proceeds support the high school students enrolled in CHF’s Building Industry Technology Academy (BITA), a four-year construction education program, fostering skills, confidence and career connections for the future homebuilding workforce.

Following the 20% semi-annual decrease from January through June of 2019, July building permits issued data, recently published by the CIRB report, revealed homebuilding trends in California are not showing any signs of improvement.
New housing units in building permits issued for the month of July 2019 totaled 8,641, down 4% from 9,024 units in June of 2019 and down 14% from 10,086 units in July of 2018.

According to the CIRB Report, the first 6 months of 2018 produced 65,351 total single- and multifamily dwelling units, while January through June of 2019 revealed 52,800 total units issued – a 20% decrease from Quarter 2 of last year. Read the full blog article here.

The HBA of the Central Coast (HBACC) highlighted workforce development and the importance of Career Technical Education (CTE) programs at the first Home Builders Association of the Central Coast (HBACC) Builder Breakfast meeting of 2019.
Speakers Jill Herman, Building Industry Technology Academy (BITA) Program Director, Randy Canady, Paso Robles BITA instructor, and members from the Paso Robles High School District, stressed the importance of Career Technical Education (CTE) programs, like the BITA program, and the need for industry to be engaged.
BITA encourages college and career readiness. The absence of new, skilled workers in construction can be attributed to the lack of knowledge of the viable careers in the industry and misperceptions by students and parents.
With BITA, these schools can now offer elective credits, approved by the University of California, and begin building relationships with local industry partners, opening the door for employment opportunities for the next generation of homebuilders.
HBACC Andrew Hackleman and Doug Bunch, along with Dick Willhoit and Wes Willhoit of Estrella Associates, Inc., are connecting the Paso Robles High School District and HBACC membership supporting BITA in their community.
Other local BIA’s have made commitments to engage their members with BITA programs in their regions and are ready to create opportunities to help fill the pipeline with the next generation of skilled trade workers. How are you getting involved?

The California Homebuilding Foundation’s annual Hall of Fame gala has honored over 230 innovative and philanthropic men and women in the industry. Join us as we celebrate the Hall of Fame’s 35th year by diving into the vault to recognize Keith A. Johnson of Fieldstone Communities, Inc., inducted in 1992*.
Keith A. Johnson, Chief Executive Officer of Fieldstone Communities, Inc., a home building firm with offices in San Diego, Orange and San Bernardino Counties. In addition to his duties as CEO, he led the firm's Executive Team and is a Director.
A co-founder of the company, Johnson had also founded the activities in San Diego which became Fieldstone's initial operational base.
He holds a B.S. degree from Purdue University's School of Mechanical Engineering and an M.B.A. degree from Stanford University's Graduate School of Business.
Mr. Johnson has been active in many industry activities and is a Past President of the Building Industry Association and its President's Council.

The California Homebuilding Foundation’s annual Hall of Fame gala has honored over 235 innovative and philanthropic men and women in the industry. Join us as we celebrate the Hall of Fame’s 35th year by diving into the vault to recognize Jonathan Jaffe of Lennar Corporation, inducted in 2006*.
Beginning in 1996, Mr. Jaffe was responsible for establishing Lennar’s presence in California, one of Lennar’s greatest expansion endeavors. Because of Jon’s efforts, Lennar has one of the most respected homebuilding and land development operations in California.
Jon Jaffe joined Lennar Corporation over 22 years ago right out of college. Mr. Jaffe is a graduate of the University of Florida and attended the master’s program in Architecture from Georgia Institute of Technology.
In 1999, Jon became one of the company’s Vice Presidents. And in December 2004, Jaffe was named Lennar Corporation’s Chief Operating Officer.

The California Homebuilding Foundation’s annual Hall of Fame gala has honored over 235 innovative and philanthropic men and women in the industry. Join us as we celebrate the Hall of Fame’s 35th year by diving into the vault to recognize Lynn L. Jacobs of Ventura Affordable Homes, Inc., inducted posthumously in 2017.
From 1998 to 2006, Jacobs led the planning and development of more than 400 single-family affordable homes in Ventura and Santa Barbara Counties.
Under her executive leadership, Ventura Affordable Homes, Inc. consulted on various housing and planning services for reputable clients, such as Limoneira, John Laing Homes, Lennar Corporation, and Livable Places, Inc. Jacobs continued to consult for affordable homebuilders until 2015.
Governor Schwarzenegger appointed Jacobs as Director of the California Department of Housing and Community Development. From 2006 through 2011, she led the administration which raised billions of dollars in bond funds for affordable housing projects and was responsible for California’s housing finance, rehabilitation, community development programs and public policy.
Jacobs was highly involved in her local community, serving on multiple boards for the City of Ventura, including the California Housing Partnership Corporation, California Housing Consortium, Planning Commission, Museum of History and Art, Nancy Brant Auxiliary of Assistance League, American Cancer Society, HomeAid, and Community Memorial Hospital.

The California Homebuilding Foundation’s annual Hall of Fame gala has honored over 235 innovative and philanthropic men and women in the industry. Join us as we celebrate the Hall of Fame’s 35th year by diving into the vault to recognize 1995 inductee, Roy Humphreys, Shea Homes.
Roy Humphreys has been an active leader in the home building industry for over 25 years. Joining Shea Homes in 1974, he became President in 1980 and has grown the company from two divisions with a yearly yield of 350 homes annually to six divisions producing over 5,000 homes.
Under Roy's accomplished leadership, Shea has built over 36,000 homes and lots delivering product to a full range of customers from first-time buyers to move-up and active adult markets.
Shea Homes builds homes and develops master-planned communities in six markets: Southern California, Northern California, San Diego, Arizona, Colorado, and Active Adult communities.
In 1994, Roy was honored by California Builder magazine as Builder of the Year and was inducted into the California Building Industry Hall of Fame in 1995. In 1997, the Orange County Chapter of the Building Industry Association recognized Roy with their Tribute to Excellence Award.
Roy has been a member of the Home Builders Council, and has served on the Boards of Directors for the California Building Industry Association, the National Association of Home Builders, the Orange County Building Industry Association, and the Building Industry Association of Southern California.

Into the CHF Hall of Fame Vault: Edward R. Huizenga, North American Mortgage Companies
The California Homebuilding Foundation’s annual Hall of Fame gala has honored over 235 innovative and philanthropic men and women in the industry. Join us as we celebrate the Hall of Fame’s 35th year by diving into the vault to recognize 1997 inductee, Edward R. Huizenga, North American Mortgage Companies.
Edward "Dick" Huizenga worked tirelessly for more than 40 years in the private, public and charity sectors to make housing available to more people.
Dick dutifully served as a carpenter, general contractor, architectural examiner, inspector, director of a HUD office, vice president of a lender, and builder account manager at another lender.
He began his professional career in 1955 as an apprentice carpenter building custom homes and schools around his boyhood home in Monterey, California. In 1961, Dick began his long and distinguished career with the FHA.
Dick retired from HUD in 1985 and began a "second" career in the building divisions of three mortgage companies: All Valley Mortgage, Commonwealth-United Mortgage, and in 1992, North American Mortgage Company.
Committed to the industry, Dick helped charter three local associations: Building Industry Association Tulare/Kings, Building Industry Association of Kern County and Building Industry Association of the Central Coast. He was also instrumental in the creation of the Building Industry Association of San Joaquin's Construction Advisory Committee.
